New developments in Madeira

Madeira is a small island with a mild climate all year, direct flights to most of Europe and a coastline that changes every few kilometres, from the sheltered bay of Funchal to the cliffs of Cabo Girão and the calmer west around Calheta. New residential developments follow that coast: apartment complexes on the hillsides above Funchal and Câmara de Lobos with sea views, and smaller projects in quieter parishes where daily life is closer to the villages.

The properties on this page are new developments for sale by their promoters, most of them off-plan or under construction. Each listing shows the promoter’s price, the location, a gallery and the sales catalogue to download, plus what we know as islanders about the area. When a development interests you, we introduce you directly to the promoter for floor plans, availability, visits and contracts.

Frequently asked questions

Does Eversoul sell these properties?

No. Eversoul Madeira presents new developments on the island and connects you directly with each promoter. The promoter handles every request for information, from floor plans, prices and availability to visits, reservations and contracts.

Can foreigners buy property in Madeira?

Yes. Portugal places no restrictions on foreign buyers, and Madeira follows the same rules as the mainland. You need a Portuguese tax number (NIF), which a lawyer or fiscal representative can obtain for you, and most buyers open a Portuguese bank account to complete the purchase and pay the running costs.

What taxes and fees apply when buying a new property in Madeira?

Budget for IMT (property transfer tax), which is progressive and depends on the price and on whether the home will be your main residence, plus 0.8% stamp duty and notary and land-registry fees. Madeira applies its own IMT brackets, so ask the promoter for a current estimate for the property you are considering. Official simulator: Portal das Finanças.

Does buying property in Madeira qualify for a Golden Visa?

No. Since October 2023, real-estate purchases no longer qualify for Portugal’s Golden Visa. Buyers who want to live in Madeira usually look at the D7 (passive income) or D8 (remote worker) residence visas instead, which do not depend on owning property. Current rules: AIMA.

How does buying off-plan in a new development work?

Most new developments in Madeira are sold off-plan. You reserve a unit, sign a promissory contract (CPCV) with a deposit, typically 10% to 30% of the price, pay staged amounts during construction and sign the final deed on completion. The promissory contract binds both sides, so have a lawyer review it before signing.

What are the ongoing costs of owning a property in Madeira?

The main recurring cost is IMI, the annual municipal property tax, charged at 0.3% to 0.45% of the property’s taxable value for urban property. Apartments in a development also pay condominium fees for shared areas, pools and lifts. Add utilities, insurance and, if you rent the home out, local-lodging registration.
